Highlights
- The Commission launches the information system in December 2024 and commits to issuing country benchmarking by June 30, 2025, classifying countries based on deforestation risk.
- Wood and paper products placed on the EU market between June 29, 2023, and the EUDR application date are exempt from EUDR obligations.
- Small and micro companies (under 50 employees) are exempt from EUDR obligations until June 30, 2026.
- Non-EU companies can access the EU information system using their EORI number to submit due diligence statements (DDS) for imports.
- One DDS can cover multiple batches and shipments, but quantities must be reported prior to market placement, and the DDS should not cover shipments over a year.
- Printers are generally considered operators under EUDR, with obligations varying based on whether they import paper or source it from within the EU.
- UPM has begun creating DDS statements and sharing reference numbers with customers, indicating compliance with EUDR by the end of the transition period.
- The EUDR applies to all products imported into the EU, including those from the US and UK, requiring DDS for compliance.
- Recycled papers are exempt from EUDR, and third-party certifications like FSC or PEFC do not replace the need for due diligence under EUDR.
- A working group is formed to address EUDR compliance issues, with participants from both the printer and distribution communities.
